• We measure Engineering Progress in man-hour!
• We measure Construction progress in man-hour!
• Man-hour is more accurate in calculating progress!
• We don’t care about the cost because we don’t measure cost!
• The cost is more accurate for procurement!

1- These are some of the statements that we came across when PMS gets discussed on Projects and many professionals get excited and try to coerce others to accept what they say. But how true are these statements? To discuss the matter in detail, let’s consider the following examples: There are 4 Engineering drawings / documents to be developed. The Engineering team updates the earned progresses and sends to the Planner, same as the table below:

So, did engineering team use any man-hours or cost to calculate these progresses?

Obviously not!

So, why do we say Engineering gets calculated better using Man-Hours?

2- The next table illustrates some Construction activities whose progresses have been calculated.

In this table, did we use man-hour or cost to calculate the progresses?

No, the progresses are calculated based on the quantities! So, why do we say, construction gets calculated better using man-hours/ cost? It should be noted that Man-Hours or Cost play a significant role in the PMS but not in the calculation of  progresses!
