07 Oct Resource Loading & LEVELING
Resource Leveling is one of the No Go areas for many Planners. We hear them saying: It pushes the dates too far out! This type of excuse is worse than a sin!
There could be 2 scenarios for the Resource Leveling:
- Resource Loading correctly done; In this case, without any mitigation plan, the driver of the finish date will be the Resource availability (Theory of Constraints). Planner must present the resource Loading, Leveling and all the constraints to the team so at to assist them to make an appropriate decision.
- The Resource Loading incorrectly done (which most likely is the case). On this instance, as we elaborated on several previous posts, Resource Management will be a trial & error exercise and also as a result; many Planning system outputs will be incorrect and the Project will miserably fail
Some Planners try to avoid being questioned on the over-allocation or under-allocation by capturing an unrealistic number of human resources . This kind of practice, can even be termed a criminal act and Planners must not do it at all.
Some Planners, even do the levelling by adding fake relationships between activities to shift the start / finish dates around?!
